What's wrong with this picture?

I work with a friend in a small town doing small business accounting on the side. Last week my friend was burglarized for the 7th or 8th time since December. But he had put an alarm on the kitchen door the last time it was broken and fixed.

So last week when the alarm sounded at 4:45 AM, he grabbed his shotgun and ran out the back door and around the side of the house and caught the guy. The guy tried to fight back and caused the shotgun to discharge hitting him in the shoulder. He then proceeded to run off down the street and ended up ringing the doorbell of a man two blocks away. Naturally he gave several stories before he finally confessed what had really happened. They medivac'd him out because of the gun shot wound, but he was in jail the next day. We also found out he has a criminal record of aggravated assault and burglary. Why is he roaming free?

Meanwhile, my friend had called 911. He has COPD, so he was desperately gasping for air. I guess the 911 operator couldn't understand him and she asked him if he was alone. He said, "Yes". She then asked him "Well is there someone else there I can talk to?" (As Bill Engvall would say, "Here's your sign!")

Now each time my friend has been robbed, the police take their time getting to his house and fumble around doing things they shouldn't, like touching door knobs and the kitchen counter.
Back in early spring when he caught a burglar in the house and shot at him (but missed), he called the police. A patrol officer came to his house, but he never saw anyone after that. He got so furious that the police chief had not come to see him after about a week, that he went to the chief's office and confronted him. The chief told him the reason he had not was that he had been so busy riding with his officers trying to catch speeders. (Okay, so catching speeders in a small town is more important than someone discharging a firearm within the city limits?)

So now my friend is frustrated because he doesn't know if he will ever see his things again. He said he doesn't want to go to the chief and ask because he knows what kind of stupid answer he will get. Is this the kind of public servants we get in a small town that doesn't have much of a budget?

I've omitted a lot of detail in trying not to totally bore the reader, but trust me when I say that this situation is riddled with incompetence. It's no wonder people don't stand up for themselves a lot of time. If you can't get your public servants to work for you when something serious like this happens, then why keep talking about taking our guns away from us?
